Understanding Philippine Geodetic Datums: PRS92 vs. WGS84
One of the most persistent hurdles in Philippine GIS and cadastral surveying is the datum shift between the global World Geodetic System 1984 (WGS84) used by GPS satellites, smartphones, and web map tiles (Google Maps, OpenStreetMap), and the local Philippine Reference System of 1992 (PRS92) mandated by the Department of Environment and Natural Resources (DENR) and the Land Management Bureau (LMB) for land titling and cadastral boundary surveys.
1. Why Do GPS Coordinates Shift by 100 to 400 Meters in the Philippines?
A coordinate system consists of two elements: an ellipsoidal model of the Earth and a tie point (origin datum):
- WGS84 (EPSG:4326): An Earth-centered, Earth-fixed (ECEF) global geocentric datum. Its origin sits at the center of mass of the Earth, utilizing the WGS84 reference ellipsoid (semi-major axis a = 6,378,137.0 meters).
- PRS92 (EPSG:4683): A local topocentric datum customized specifically for the Philippine archipelago. Its physical origin is tied to the historical Station Balanacan located on a mountain peak in Mogpog, Marinduque. It utilizes the older Clarke 1866 ellipsoid (semi-major axis a = 6,378,206.4 meters, semi-minor axis b = 6,356,583.8 meters).
Because the center of the Clarke 1866 ellipsoid is offset from the center of the Earth by several hundred meters, plotting raw GPS coordinates onto a PRS92 cadastral plan without a 7-parameter Bursa-Wolf datum transformation results in an apparent geographic shift of 100 to 400 meters, causing land parcels to appear inside adjacent rivers or across property boundaries!
