Understanding Philippine Geodetic Datums: PRS92 vs. WGS84

One of the most persistent hurdles in Philippine GIS and cadastral surveying is the datum shift between the global World Geodetic System 1984 (WGS84) used by GPS satellites, smartphones, and web map tiles (Google Maps, OpenStreetMap), and the local Philippine Reference System of 1992 (PRS92) mandated by the Department of Environment and Natural Resources (DENR) and the Land Management Bureau (LMB) for land titling and cadastral boundary surveys.

1. Why Do GPS Coordinates Shift by 100 to 400 Meters in the Philippines?

A coordinate system consists of two elements: an ellipsoidal model of the Earth and a tie point (origin datum):

Because the center of the Clarke 1866 ellipsoid is offset from the center of the Earth by several hundred meters, plotting raw GPS coordinates onto a PRS92 cadastral plan without a 7-parameter Bursa-Wolf datum transformation results in an apparent geographic shift of 100 to 400 meters, causing land parcels to appear inside adjacent rivers or across property boundaries!

3. How to Reproject Philippine GIS Boundaries in QGIS

When building map applications or preparing spatial data for Lens:

  1. Check Layer CRS: Right-click your layer in QGIS, select Properties → Information, and examine the Coordinate Reference System. If it is EPSG:3123 or another PTM zone, it is in meters under PRS92.
  2. Export to WGS84 for Web Mapping: Standard web mapping libraries (such as Leaflet, MapLibre, or Mapbox) require coordinates in unprojected WGS84 decimal degrees (EPSG:4326).
  3. Reproject Layer: Right-click the layer → Export → Save Features As…, select GeoJSON, set the CRS dropdown to EPSG:4326 - WGS 84, and ensure the coordinate precision is set to at least 6 decimal places (~0.1 meter resolution).
